ABSTRACT
This present work is aimed at studying the conflict of jurisdiction in management accounts, with the Municipal Manager as the accounting officer. Using hypothetical deductive models, after running a doctrinal and normative survey regarding the principle of Separation of powers and its relation with the Rule of Law and Democracy, external control, in the field of Administrative Science and the legal repercussions of the control mechanisms of Public Administration, this article analyses the recent decision made by the Federal Supreme Court on this matter, with arguments in favour of the role of Court of Auditors in management accounting, and the wide criticism generated.
