The Committee of Ministers asserted in its Recommendation R (94)9 concerning elderly people that it is useless to attempt to define exactly when old age begins and that ageing is a process: being old depends on the individual´s circumstances and the environment. The Parliament Assembly noted in its Recommendation 1796 (2007) on the situation of elderly persons in Europe that a person´s age is no longer an indicator of health, wealth or social status.
